Adult Social Care
As Bexley Care, we work in partnership with health colleagues to deliver services and seek to provide appropriate “joined up” care and support to people close to home. By responding to people’s needs early in the community, we can prevent or avoid admission to hospital. Also, following a personal crisis, we can help people to maintain or regain their independence and skills so that they can continue to live safely in their own home.
Bexley Care was created on 1 April 2017 and brings together Oxleas health teams and adult social care teams. Staff remain employed by their original organisation and will be managed under a single management structure. This allows all our staff from a variety of professional and support disciplines (Social Work, Occupational Therapy, Nursing, Commissioning, Social Care Assistant and Rehab Assistants) to work together to create a shared vision to transform care for the people of Bexley with three main aims:
- Improve the experience of patients and families
- Deliver better health and social care outcomes
- Reduce overall health and social care spend
The local authority and Oxleas Bexley health care finances have been brought together so we have greater flexibility to use the combined finances where needed rather than be constrained by organisational boundaries. In this context Bexley Care provides the opportunity to improve a person’s journey by designing care around them.

Children’s Social Care
Our Children’s Social Care services provide a large number of services to vulnerable children in need, children with disabilities, children at risk of harm and those who are looked after by Bexley. All open cases have an allocated social worker (or personal advisor in the 13+ team).
Each of our teams typically has a Team Manager, an Assistant Team Manager, a Senior Practitioner and up to five social workers. Some teams also have Social Work Assistants, Personal Advisors or Family Support Workers and are supported by a business administrator.
The Educational Psychology Service is located alongside our specialist teaching services and other professionals led by the Principal Educational Psychologist, with a focus on early intervention. Within this structure, there is commitment to Educational Psychologists retaining a strong professional identity and continuing to maintain a high level of professional skills, as well as working collaboratively with other services to achieve better outcomes for children.
The service is highly valued by schools and by colleagues in health and social care, which promotes good collaborative working and joint project work. The service is committed to continually improving the quality of our assessment, training and project-based interventions. High priority is given to induction, supervision, reflective practice and continuous professional development.
Our Legal Service is recognised by Lexcel as ‘outstanding’.
HR at Bexley is made up of the HR Delivery Service, HR Advisory Service, Schools HR and our Health and Safety team. HR Delivery includes payroll, pensions, HR Systems and recruitment. The HR Advisory Service provides support to managers in dealing with employee relations concerns across the Council (excluding Schools), the development of HR policy and procedures to ensure we demonstrate best practice, job evaluation and Occupational Health. Schools HR provide a support service to Schools including advising Head Teachers on concerns related to employee relations.
Our Finance Team is part of oneSource. oneSource is a shared service partnership between the London Boroughs of Bexley, Havering and Newham. oneSource Finance provides financial, assurance and procurement services
Our planning team are preparing for unprecedented levels of new development, located mainly in two opportunity areas in the north of the borough. The team contribute to the new local plan and the planning strategies and infrastructure plans.
The Council’s Strategic Planning and Growth Division are a multi-disciplinary team dealing with development planning, housing strategy, built/natural heritage, sustainability, infrastructure and transportation strategy, and integrating these around new development opportunities.
We are currently at the heart of regeneration and change. The Planning Department is prepared for growth. We attract ambitious planners from graduates starting their career, to those capable of leading on major and strategic applications.
At Bexley, we have ambitious plans to drive change and achieve commercial excellence in how we commission and procure ICT services. We work on a more strategic approach to managing our ICT contracts, suppliers and costs, ultimately to deliver savings and provide cost effective and quality services to residents.
Our ICT Team manage the contract for services provided by Northgate Public Services and our other ICT suppliers.
Our busy corporate Communications Team work closely with partners, senior managers and our Members. The team answer press enquiries from local and national press, draft press releases and announcements, updating and responding to issues raised social media, producing external publications including newsletters, together with occasional photography.
Customer Services & Business Support
Our Customer Services and Business Support team include our Contact Centre and our Business Support hubs. The Contact Centre is the window of the organisation providing excellent customer services, dealing with enquiries predominantly by phone, e-mail, web, letter and in person on a diverse range of Council Services. Our Business Support hubs play an important role in providing both generic and specialist support to services across Bexley.
